HOW TO UPLOAD A VIDEO TO INSTAGRAM-TV FROM YOUR DESKTOP PC

If you are having problems uploading videos to Instagram-TV from your desktop PC, and you are using Internet Explorer as a browser, watch this video for the solution and how I was able to upload videos to IGTV from my desktop using Internet Explorer as my main browser by downloading Firefox and bypassing IE.
